The management of the maritime domain and its adequate protection, maintenance and economic exploitation can be secured only by a comprehensive application of regulations concerning maritime domain and ports, and regulations in the area of development, urban planning, construction, environmental protection, mining, tourism, marine fishing, nature protection and protection of cultural monuments, as well as through an efficient inspection and administrative supervision.
It is necessary to have a comprehensive approach to the planning and management of the coastal area, while respecting the specifics of maritime domain as a public good. The maritime domain, as res communes omnium, belongs to all people and is therefore of special interest to the Republic of Croatia.
Legally, the maritime domain (sui generis) is too complex to be managed through the partial sector policies. There is no alternative to the integrated management of the maritime domain within an integrated management of coastal and maritime areas.
It is precisely for this reason that the Republic of Croatia should adopt a national management strategy for the maritime domain and clearly define the basic strategic goals at the sea and its coast.
