Physical Planning and Building Act regulates the physical planning system, the building process and the jurisdiction of local and regional authorities, as well as the process of inspection and administrative supervision. Physical planning defines the premises for the improvement of economic, social, natural, cultural and ecological postulates of sustainable development on the territory of the Republic of Croatia as particularly valuable and limited national assets.
When creating and adopting physical planning documents we must take special care of the sensitivity of the area, the attitude towards the landscape values, nonrenewable and renewable natural resources and cultural heritage, and the totality of their mutual influence.
The State and the local and regional governments, as well as the public authorities, should achieve the goals of physical planning by working together in the process of physical planning, environmental protection, architectural and urban restoration and other activities.
Issues discussed in this topic are of the exceptional importance for the process of maritime domain protection and its economic use.
